They want us to (doesn't exist as you would assume they exist & they would want based on "insert here") 

ORDER & STRUCTURE WITH LAW EXISTS 

Law, structure, standards & expectations exist 

Archived events pre-Christ & post (time schedule & Earths history with modern versus ancient & vintage 195 countries with international waters)

The Personal Sector 

The law exists. The law-courts exist

Relgious belief as an additive to law exists if you don't use it to negatively affect another person 

The ability to earn money & to meet Basic Needs & Earned Privilege exists  

COMMON SENSE + SOCIAL NORMS

People develop a what others may think based self-Governance then their comfort level in professional & private life then public & event settings with natural & man-made disasters + hazards considered  

To help yourself then factors within or outside your control at or not at fault if your own 

Do not speak on someone else behalf unless you are in a legally appointed right to do so by them & their legal interests or as a conservator - power of attorney

What a demographic category or multiple as a majority versus minority groups like or want with trends past-present then per quarter is not always a generalized answer
